Harland Russell

Council member Harland Russell represents Ward 4 and is currently the longest-tenured seated Council member. He has served the Lansing community since his first appointment to the Council in July 1995. He has since been elected to three consecutive City Council terms. Russell is a life-long resident and Lansing High School graduate.

As a council member, he served as a Council representative to the Parks & Recreation Advisory Board and served as Council President from 2003-04. Russell served on the Fire Board selection committee for Leavenworth County Fire District #1 and on the engineer selection committees for various public improvement projects, most recently including engineer selection for the design of improvements for Desoto Road.

Russell is a 2002 graduate of the Leadership Leavenworth Lansing Class and served as a member of the Programs Board. His prior public service also includes bond, construction oversight and review committees for the Lansing Middle School, coaching girls softball in Lansing's recreation programs and Den Leader in Cub Scout Pack 3165 to name a few.

Russell is a Project Manager and Senior Engineering Technician for George Butler Associates, Inc. (GBA), an engineering firm where he has worked for 20 years.

Russell and his wife, Tammy, have two children: daughter Kristyn and son Joshua. The family belongs to the Lansing First Southern Baptist Church where they are actively involved.

Russell's family has a long history of community service in Lansing. His father, Loren, was a Lansing School Board member and also served as a Lansing City Council member and Mayor. Harland's grandfather, Rillis, served as a Lansing School Board member. Harland notes that his family is truly his inspiration for community service.
