LANSING AND THE LCF PARTNER TO CLEAN UP DESOTO ROAD RIGHT-OF-WAY
Weather permitting on Wednesday, March 10, 2010, work will begin in the DeSoto Road right-of-way to remove excess brush and overhanging limbs. The work is a cooperative effort between the city of Lansing and the Lansing Correctional Facility (LCF). Work will begin near the intersection of DeSoto Road and Eisenhower Road and move south along DeSoto Road and 147th St. Drivers and urged to be extra cautious when driving in the work area.

LANSING LIBRARY AMNESTY DAYS
The Lansing Community Library will offer patrons two “Amnesty Days” in the month of March. Patrons with items that were due prior to March 1, 2010 may return the overdue items and fines will be forgiven. The Amnesty Days are March 16 and 23, 2010 from 9 a.m. – 7 p.m.

CITY OF LANSING SEEKING MOWING CONTRACTORS
The city of Lansing is seeking mowing contractors to service properties found to be in violation of the city’s weed ordinance. A meeting with interested contractors is scheduled for 8:30 a.m. on Thursday, March 12, 2010 at 730 First Terrace, Suite 3, in Lansing.

LANSING LIBRARY WANTS SPRING BREAK REPORTERS
Calling all young, aspiring reporters! Join us at the Library March 15, 16, 18 and 19 (Monday, Tuesday, Thursday and Friday) from 1 to 3 p.m. for your opportunity to research great news events from the past, write a column for the brand new Lansing Library Ledger and create a story for “Film at 9” on the Lansing Library Channel: The Wall.

The Lansing Community Library will provide:
*Choice of events (Presented in the form of an online scavenger hunt)
*Laptops
*Paper/Pencil
*Flip video
*Projector

Participants provide:
*The elbow grease
*Great writing and storytelling for the column
*Script writing for “Film at 9”
*Great acting and presentation style for the “film”

Kids between the ages of 7 and 12 can apply. There are 16 spots to fill.

LANSING’S 2010 SPRING CLEAN UP
The city of Lansing will hold its annual Spring Clean Up at the Leavenworth County Transfer Station (on E. Gilman Road near the Crossroads Church) on Friday and Saturday, April 23 and 24. Lansing residents can bring their trash on Friday between 7 a.m. and 4 p.m. On Saturday, residents can bring their trash between 8 a.m. and 2 p.m. Residents must show a valid driver’s license and use the city trash service to receive this free service.

Residents may bring standard waste, old tires, household hazardous waste products including paint, thinner, anti-freeze and other automotive products. Please note: motor oil will NOT be accepted. Pesticides, herbicides, insecticides and other yard products can be disposed of as well. Also being accepted are household cleaning products, batteries, yard waste (including grass, leaves, tree limbs and brush). Construction and demolition waste, appliances and metal items may also be disposed of during the clean up. Please note: concrete waste will NOT be accepted.

Burn barrels can also be dropped off, provided all residue is placed in plastic bags, watered down and put in a cardboard box.

Electronics may be dropped off and will be recycled through an e-waste program.

If you are elderly or physically unable to travel to the Leavenworth County Transfer Station, call Lansing City Hall at 727-3036 by Friday, April 16 to have your items picked up on Friday, April 23.

CHANGE IN TIME FOR TAX ASSISTANCE OFFERED AT LANSING COMMUNITY LIBRARY
Beginning Wednesday, March 3, 2010 tax assistance provided by American Association of Retired Persons (AARP) volunteers to area residents will take place from 5-7 p.m. on Wednesdays through tax season. The change in time is being made to accommodate more patrons. As a reminder for those who wish to take advantage of this FREE service, the following items must be brought to the Library: Social Security Card or statement (a copy of last year’s return with social security number on it will NOT work!); W-2, 1009 and all evidence of income. At this time the service will be by walk-in availability. If it becomes necessary, appointments will be made.

LANSING HISTORICAL MUSEUM HOSTS PROGRAM ON IRISH STAMPS 3/16/2010
The Lansing Historical Museum will host “The Stamps of Ireland,” by Sam Phillippi on Tuesday, March 16, 2010 at 10 a.m. Phillippi’s presentation will cover Irish postage stamps dating from the start of the Irish Free State to the present day.

Phillippi has collected stamps for over fifty years. He is the secretary of the Dallas Park Cities Philatelic Society in Texas. He has visited Ireland thirty times and is currently a social studies teacher at Sunset High School in Dallas, Texas.

2010 LANSING YOUTH T-BALL/SOFTBALL/BASEBALL REGISTRATION
The Lansing Parks and Recreation Department will be accepting registrations for the Summer 2010 Youth T-Ball, Baseball and Softball programs from March 1 through March 31. Registrations may be completed in person at the Parks and Recreation office, located in the Lansing Activity Center at 108 S. Second Street. Office hours are 8:00 a.m. to 4:30 p.m., Monday thru Friday. Registration forms are also available online at: www.lansing.ks.us. Completed registration forms may be mailed with payment (checks or money orders made payable to the City of Lansing) to:

Registration fees for Lansing residents are $40.00 per youth. The non-resident fee is $45.00. Registration fee includes jersey. Practices will begin mid-April; practice times are dependent upon the coach. Games begin the end of May and run through mid-July.

LATE REGISTRATIONS MAY NOT BE ACCEPTED

Skills Day for Softball (divisions 10U and Up) will be held on April 6th in the Intermediate School Gym from 5:30 p.m. to 8:00 p.m.

Skills Day for Baseball (divisions 10U and Up) will be held on April 5th in the Intermediate School Gym from 5:30 p.m. to 8:00 p.m.

REMINDER ABOUT IMPLEMENTATION OF LANSING EMERGENCY SNOW ORDINANCE
Lansing officials are reminding motor vehicle owners that when severe winter weather threatens or strikes, the first phase of the Emergency Snow Ordinance is put into effect:

ARTICLE 4. SNOW EMERGENCY ROUTES 15-401 DECLARATION OF TRAFFIC EMERGENCY

A. Whenever snow has accumulated or there is a possibility that snow will accumulate to such a depth that snow removal operations will be required, the mayor, the city administrator or in their absence, the chief of police may declare a traffic emergency and until such traffic emergency is terminated it shall be unlawful:

1. To park a vehicle on any street designated an emergency snow route.
2. To operate a motor vehicle on any emergency snow route in such manner or condition that such motor vehicle stalls and is unable to proceed by reason of the fact that the driving wheels are not equipped with tire chains or adequate all weather tires.

3. The chief of police, during a traffic emergency, is empowered to waive or suspend enforcement of parking restrictions.

15-402 SAME; NOTICE

Upon declaring a traffic emergency the mayor, the city administrator, or chief of police shall forthwith cause appropriate notice thereof to be given through the local press, radio, and other media. The traffic emergency shall be terminated by notice given substantially in the same manner as the traffic emergency was declared.

15-403 SAME; REMOVAL OF VEHICLES

All vehicles parked on emergency snow routes must be removed within one hour after notice of traffic emergency had been given. Any vehicle parked on an emergency snow route after such period of time may be removed by a police officer to the nearest garage or other place of safety and the vehicle may not be recovered until the towing and
storage charges are paid by or for the owner.

15-405 SAME; PENALTIES

Violation of the provisions of this article or failure to comply with any of its requirements shall constitute a violation of this code. Any person, who violates these sections or fails to comply with any of their requirements, shall upon conviction thereof, be fined not less than $25 or more than $100.
